The eResidency programme is implemented as part of a state programme of the Government of the Republic of Kazakhstan. The programme operator is Verum Payments Limited, a private company registered in the Astana International Financial Centre (AIFC) and regulated by the Astana Financial Services Authority (AFSA). IINs are issued by the Ministry of Internal Affairs of Kazakhstan.
The activities of Verum Payments Limited are regulated by the Astana Financial Services Authority (AFSA), the independent financial services regulator within the AIFC jurisdiction.

The operator is funded entirely by the registration fee paid by e-residents. No state budget is allocated to Verum Payments' operational activities.
Audited financial statements of Verum Payments Limited will be published annually. The first publication date will follow the close of the first financial year of the programme.
A statement regarding the PEP status of ultimate beneficial owners (UBOs) and any applied EDD measures will be published before the public launch of the programme.
