About the programme operator

The eResidency programme is implemented as part of a state programme of the Government of the Republic of Kazakhstan. The programme operator is Verum Payments Limited, a private company registered in the Astana International Financial Centre (AIFC) and regulated by the Astana Financial Services Authority (AFSA). IINs are issued by the Ministry of Internal Affairs of Kazakhstan.

Government basis for the programme

The reference to the Government of the Republic of Kazakhstan resolution governing the eResidency programme will be published once the regulatory act is officially approved.

Public-private partnership model

eResidency operates under a public-private partnership model:

  • Public side: the IIN itself and the regulatory framework — the Government of the Republic of Kazakhstan, the Ministry of Internal Affairs, and the regulators (AFSA, ARRFM, AFM).
  • Private side: operational infrastructure, user support, KYC/AML procedures, identification technology and partner-bank integration — Verum Payments Limited.

The operator is funded entirely by the registration fee paid by e-residents. No state budget is allocated to Verum Payments' operational activities.

Financial reporting

Audited financial statements of Verum Payments Limited will be published annually. The first publication date will follow the close of the first financial year of the programme.

Statement on PEP status of beneficial owners

A statement regarding the PEP status of ultimate beneficial owners (UBOs) and any applied EDD measures will be published before the public launch of the programme.
